Article 4 Party Members shall enjoy the following rights:

3) To put forward suggestions and proposals for the Party's work。

Article 5 In recruiting party members, we must put political standards first, go through Party branches, and adhere to the principle of individual recruitment。

A Party member who, without a valid reason, fails to participate in Party organizational life, pay membership dues, or do any work assigned by the Party for six consecutive months is considered to have left the Party on his or her own。The branch congress shall decide on the expulsion of such party members and report it to the Party organization at a higher level for approval。
Article 10 The Party is a unified whole organized in accordance with its program and constitution and in accordance with democratic centralism。The basic principles of the Party's democratic centralism are:
(1) Individual Party members are subordinate to Party organizations; the minority is subordinate to the majority; lower-level organizations are subordinate to higher-level organizations; and all Party organizations and members are subordinate to the National Congress and the Central Committee of the Party。
(2) Leading Party organs at all levels are elected, except for representative organs dispatched by them and leading Party groups in non-Party organizations。
(3) The highest leading organ of the Party is the National Congress of the Party and the Central Committee elected by it。The Party's local leading organs at all levels are the Party's local congresses and the committees formed by them。Party committees at all levels are responsible and report on their work to the congresses at the corresponding levels。

Relevant ministries and commissions of the Central Committee and Party groups (Party committees) of state organs and departments shall carry out inspections according to the needs of their work。

Lower Party organizations must resolutely implement the decisions of higher Party organizations。If a lower-level organization considers that the decision of a higher-level organization is not in line with the actual situation of its own region or department, it may request a change;If the higher organization upholds the original decision, the lower organization must carry it out and may not publicly express a different opinion, but has the right to report it to the organization at the next higher level。
Newspapers, periodicals and other propaganda tools of Party organizations at all levels must publicize the Party's line, principles, policies and resolutions。
Article 17 In discussing and deciding on issues, Party organizations must implement the principle that the minority is subordinate to the majority。Important issues are decided and put to a vote。The dissenting views of the minority should be seriously considered。If there is a dispute on an important issue, and the number of the two sides is close, except in emergency cases, the majority opinion must be implemented, the decision should be postponed, further investigation and study, exchange of views, and vote next time;In exceptional circumstances, the dispute may also be reported to a higher organization for a ruling。
If an individual Party member expresses an important proposition on behalf of the Party organization and it goes beyond the scope of a decision already made by the Party organization, he or she must submit it to the Party organization where he or she belongs for discussion and decision, or ask the Party organization at a higher level for instructions。No Party member, regardless of his or her position, can personally decide major issues.In case of an emergency, when a decision must be made by the individual, a report must be promptly made to the Party organization afterwards。No leader should be allowed to exercise personal arbitrariness and place himself above the organization。
Article 18 The Party's central, local and primary-level organizations must attach importance to Party building, regularly discuss and examine the Party's publicity, education, organization, discipline inspection, mass work and united front work, and pay attention to the study of ideological and political conditions inside and outside the Party。
Article 19 The National Congress of the Party is convened once every five years by the Central Committee。If the Central Committee deems it necessary, or if more than one-third of the organizations at the provincial level so request, the National Congress may be held ahead of schedule;No postponement shall be allowed except under extraordinary circumstances。
The number of deputies to the National Congress and the method for electing them shall be decided by the Central Committee。
Article 20 The functions and powers of the National Congress of the Party are as follows:
(1) To hear and examine the reports of the Central Committee;

The plenary session of the Central Committee is convened by the Political Bureau of the Central Committee and is held at least once a year。The Political Bureau of the Central Committee reports on its work to the plenary session of the Central Committee and accepts supervision。
When the National Congress is not in session, the Central Committee implements the resolutions of the National Congress, directs all Party work and represents the Communist Party of China externally。
Article 23 The Political Bureau, the Standing Committee of the Political Bureau and the General Secretary of the Central Committee of the Party are elected by the plenary session of the Central Committee。The General Secretary of the Central Committee must be chosen from among the members of the Standing Committee of the Political Bureau of the Central Committee。
The Political Bureau of the Central Committee and its Standing Committee exercise the functions and powers of the Central Committee when it is not in plenary session。
The Secretariat of the Central Committee is the working organ of the Political Bureau of the Central Committee and its Standing Committee;Members shall be nominated by the Standing Committee of the Political Bureau of the Central Committee and approved by the plenary session of the Central Committee。
The General Secretary of the Central Committee is responsible for convening meetings of the Political Bureau and the Standing Committee of the Political Bureau of the Central Committee and presiding over the work of the Secretariat of the Central Committee。
The members of the Central Military Commission are decided by the Central Committee, and the Chairman assumes overall responsibility for the Central Military Commission。

If a local Party congress is convened earlier or later, the term of office of the committee elected by it shall be changed accordingly。
The number of members and alternate members of a local Party committee at any level shall be determined by the committee at the next higher level。Vacancies in local Party committees at all levels shall be filled by alternate members in accordance with the number of votes received。
The plenary sessions of local Party committees at all levels shall be held at least twice a year。
When a Party congress is not in session, a local Party committee at any level executes the instructions of the Party organization at a higher level and the resolutions of the Party congress at the corresponding level, directs the work of its local area, and regularly reports on its work to the Party committee at a higher level。
Article 28 Local Party committees at all levels elect their standing committees, secretaries and deputy secretaries at their plenary sessions and report to the Party committee at a higher level for approval。The standing committees of local Party committees at various levels exercise their functions and powers when the plenary sessions of the committees are not in session;During the next session of the Congress, he shall continue to preside over the regular work until a new Standing Committee is formed。
The standing committees of local Party committees at all levels regularly report on their work to the plenary sessions of the committees and accept supervision。
Article 29 A district Party committee or its equivalent is a representative organ dispatched by a Party committee of a province or autonomous region within a few counties, autonomous counties or cities。It directs the work of the region under the authority of the committees of the provinces and autonomous regions。
Article 30 Primary-level Party organizations shall be established in enterprises, rural areas, government organs, schools, hospitals, scientific research institutes, community communities, social organizations, companies of the People's Liberation Army and other primary-level units that have three or more full Party members。
